Introduction
The administration of His Excellency, President Bola Ahmed Tinubu, GCFR, has ushered in a new era of governance anchored on the “Renewed Hope Agenda”-а visionary framework built on the belief that Nigeria can rise above its longstanding challenges and reclaim its place as a beacon of African resilience.
His legacy of reform in Lagos State and his pro-democracy stance during the NADECO era inspired confidence across the nation that transformational
leadership had finally arrived. In the words of an African proverb, “When the roots are deep, there is no reason to fear the wind.” President Tinubu’s leadership is rooted in courage, experience, and a lifelong commitment to national progress. His bold reforms, including the removal of fuel subsidy and the recalibration of fiscal and monetary policies, reflect a government willing to make difficult decisions for long-term gain. These efforts, though demanding, are laying the foundation for a more stable and prosperous Nigeria.
While the government continues to work tirelessly to reduce hardship and restore economic balance, it is important to recognise that challenges
persist-particularly in the areas of insecurity, poverty, and humanitarian crises. These issues, complex and multifaceted, require not only policy but partnership not only resolve but reflection. Insecurity remains a major impediment to national development. No nation can
achieve genuine economic, political, or social growth when its citizens live in fear, when farmers abandon their fields, and when communities are displaced by violence. The proposal for state policing has sparked national debate, with concerns about its potential to deepen ethnic and political divisions if not carefully structured. Historical experiences remind us that decentralized policing, without strong safeguards, can undermine national unity and institutional integrity.
The Nation First Summit is therefore conceived as a strategic platform to bring together stakeholders from across government, civil society, academia, and the private sector to chart a forward-looking roadmap for addressing these challenges. It is a space for reflection, innovation, and consensus building-where ideas are tested, policies are refined, and partnerships are forged.
OVERVIEW
Convened by the Senate Committee on Poverty Alleviation and Social Investment, in collaboration with the Senate Committee on Defence, the Federal Ministry of Humanitarian Affairs and Poverty Reduction, and supported by the Senate Committees on National Security, Interior, and Agriculture & Rural Development, the Nation First Summit is designed to strengthen Nigeria’s response to humanitarian challenges, enhance security architecture, and accelerate poverty reduction. This summit is not merely a gathering-it is a national dialogue. It will feature globally recognized resource persons, development partners, and institutional leaders who will share insights, present research, and propose actionable strategies rooted in global best practices and local realities.
The summit will also provide a platform to critically examine the state police proposal, exploring models that promote community safety while safeguarding national cohesion. It will draw lessons from countries like Rwanda, Ghana, and Singapore, which have successfully balanced decentralization with accountability and professionalism in their security systems.
